A recent article mentioned "the Jim Crow laws that separated blacks from whites in the South."

Please know that there were also Jim Crow laws in the North. Washington DC was Jim Crow until after World War II. Topeka, Kansas was Jim Crow into the 1950s (the famous case that ended school segregation was Brown v. Board of Education of Topeka). The US military was not desegregated until 1948.
 
Please know also that the Southern-State legislatures that passed Jim Crow laws were reconstruction legislatures, firmly under Congressional control.
