In the book, Inside The Confederate Nation by Leslie Gordon, it states the in 1846, Jefferson Davis , a Young U.S. Congressman from Mississippi tries to get a bill passed through Congress where the state militias will man and control all the coastal defense forts, including the ones in Charleston Harbor.
The Bill fails to pass, but one wonders if it had passed, Would the North still have sent warships to relieve Fort Sumter or what excuse the North would have used to attack the South and start the Civil war.
