In 2006 I went before the Albany Georgia City Commission and asked them to issue a proclamation proclaiming April as Confederate History and Heritage Month. They refused. As a result we in SCV wrote our own proclamation and printed it in the newspaper. The proclamation I wrote is posted below and is worded in much stronger language than anything most commissions would ever endorse.

Confederate History & Heritage Month April 2014 Proclamation
 
WHEREAS, Southwest Georgia is rich in the history of the War for Southern Independence; and
 
WHEREAS, The State of Georgia has long cherished her Confederate history, heritage, and culture and the great leaders, soldiers, and civilians who made sacrifices on behalf of the Confederate cause; and
 
WHEREAS, The Georgia Division of the Sons of Confederate Veterans is dedicated to honoring on a statewide basis those who served, supported, and fought for the Confederate States of America and educating the general public on Confederate history, heritage, and culture; and
 
WHEREAS, The Confederate States of America constitutionally, legally, and honorably seceded from the Union with the United States of America after enduring many years of political and criminal abuse and was promptly invaded and fought a four year war 1861-1865 for the cause of achieving Southern Independence; and
 
WHEREAS, The Confederate States of America was a classical civilization with a fine military, politics with superior statesmen, colleges and universities, art and literature, and classical architecture; and
 
WHEREAS, The Flags of the Confederate States of America represent the principles and values established by America’s Founding Fathers who were primarily Southern gentlemen from Virginia: Constitutional Limited Federal Government, States Rights, Resistance to Tyranny and Christian Values and Principles and are 180 degrees diametrically opposed to Socialism and Secular Humanism. Thus the principles and values the Confederate flags represent are the same principles and values represented by the original U.S. Betsy Ross flag; and
 
WHEREAS, Abraham Lincoln and his administration acted with deceit in setting up the Ft. Sumter incident with the intent purpose of starting a war and blaming the Confederate States of America for the initiation of war; and
 
WHEREAS, The residents of Southwest Georgia have a noble lineage in their Confederate ancestors who honorably and heroically took up arms to secure liberty for their country, the Confederate States of America, and in defense of and protection for their homes and families against an unconstitutional, illegal, criminal, and immoral invasion by the armies of the United States of America under the misguided direction and tyranny, despotism, dictatorship, and treachery of Abraham Lincoln and numerous other Northern industrialists, radicals and fanatics who were supported by the infamous European Socialist Karl Marx; and
 
WHEREAS, The men of Southwest Georgia served in the armies of the Confederate States of America with valor, many paying the ultimate sacrifice of dying on behalf of the Confederate cause; and
 
WHEREAS, Confederate Memorial Day has been celebrated in Southwest Georgia for 148 years; and
 
WHEREAS, The month of April bears special significance since it marks both the beginning and the ending of the War For Southern Independence,

Therefore
 
THEREFORE: We, the Sons of Confederate Veterans of Southwest Georgia, do hereby proclaim April 2014  as “Confederate History and Heritage Month” in Southwest Georgia and encourage all residents and citizens to increase their knowledge of the role played by Southwest Georgia and the State of Georgia in the Confederate States of America and in The United States of America.
